BACKGROUND

Latsyrc was established by Director Ian Williamson, a former Fire+Rescue Deputy Captain who was appointed as a Professional Services Consultant (PSC) to Transport for NSW (TfNSW) to coordinate and manage the disaster recovery program that resulted from the 2019 Black Summer Bushfires. In this time, he assessed and administered DRFA Funding to 22 Local Government Areas (LGA), provided recommendations to Resilience NSW in amending the DRFA Guidelines, and was a key contributor in the development of the Recover software.

After this appointment, Ian was selected as the PSC Program Manager responsible for establishing and initiating Round One of Fixing Country Bridges program, including liaising with 54 LGA’s across NSW. As a result of this work, Ian identified that Councils were significantly under resourced and under considerable pressure to claim natural disaster funding and deliver stimulus funding within unrealistic timeframes.  

With this in mind, he combined resources and knowledge with like-minded staff and consulting professionals with experience in project management, asset reconstruction, and natural disaster recovery to assist our clients to achieve effective outcomes for their communities.

Latsyrc Project Management has grown to more than 35 project management staff and sub-contractors that specialise in the delivery of local and state government project management works. 

We have deliberately sourced professional staff that have extensive experience in facilitating multiple management and coordination roles in disaster, construction, and data analytic projects, and who have previous experience in working with Local Government and State Government processes, particularly with Disaster Recovery Funding. 

We also partner closely with OHA Spatial Pty Ltd to provide land and engineering surveying services on sites impacted by natural disaster.

Across our company, we currently supply six (6) councils with Senior Program Managers, Project Managers, Engineers, Project Officers, Senior Safety Managers, Surveyors, and Supervisors. Much of our work is focused on assisting Local Government agencies to obtain, coordinate, and deliver grant funded projects to completion including natural disaster reconstruction works, road reconstruction and maintenance programs, and community infrastructure projects including youth precincts, footpaths, and creek stabilisation projects.   

This has also allowed us to build and maintain important external stakeholder relationships with agencies such as Transport for NSW, DPI Fisheries, and contractors while maintaining a key understanding of construction principles and standards required for local and state government assets.

We offer detailed understanding of the design disciplines involved and the processes required to successfully implement programs that meet funding guidelines. We are committed to continually working with state agencies to improve processes and to simplify the way funding is delivered. The experience of our expert team quickly identifies inefficiencies and develops logical solutions that can be implemented without adverse disruption to existing Local Government processes.

Between 2021 - 2023 we have successfully completed grant funding applications on behalf of local government clients and have secured more than $25M in grant funding for our local government agency clients. This has included funding under the Fixing Country Bridges, Infrastructure Betterment Fund, Streets as Shared Spaces, and the Stronger Country Community Fund. We also provide assistance to organisations to assess their eligibility for funding opportunities and have completed applications for state and federal grant funding, including Housing Australia Future Fund and Clubgrants Category 3 Infrastructure Fund.
